O’Neill was born Anna McCarthy in Dorchester, South Boston, MA. She received her Bachelor of Arts from Mass Art in Boston, and her Masters from the University of Massachusetts. She was a member of the New England Artist Association and was exhibited throughout New England, New York and Canada.
